I would go with choice number 1. I personally do not like cloth diapers but I definitely do like for baby to be padded and bulky so its very obvious to everyone that my little sissy is wearing diapers. im not sure i really 'like' it when Mommy takes me shopping but i usually have no choice. The last time i was taken out to the mall She dressed me like this:

Oh Mommy Ava, That dress IS adorable and soo girly! If Mommy says to wear it i will as i know better not to argue or resist Her. What accessories is Mommy going to make me wear it with? White tights? Lace anklet socks? Black Mary Jane shoes? Pink nail polish? A little bit of eye makeup and lip gloss...

Im kept in very short dresses so that my thick disposable diapers are almost always exposed.

I agree with you though, I think the best place for a public diaper change is the ladies' restroom.
