Punishments: Dealt Tortoise or Hare Style?

I was thinking, there are basically two different ways to dole out punishments.
The first I call "The Hare" style: right away - as soon as the misbehavior is perpetrated, the punishment is dealt out swiftly and severely, then it is over and done with.
The second I call "The Tortoise" style: delayed - you make the perpetrator sweat it out, or as we mommies call it, let them "think about what they've done". Perhaps delaying the consequences of their actions for a full 24-hours.
The first can lead to a more severe punishment, as it is usually decided on in the heat of the moment and when tempers are high.
The second can be a bit more diabolical. Part of the punishment is the anxiety and dread that slowly builds in the anticipation of the unknown. This allows both parties to mull over punishments, letting the imagination run a muck, LOL.
So, to the mommies, which do you prefer? And to all you naughty ones, which do you find more effective?
